Languages all tend to have common letter patterns - the frequency of letters, and what groups they are visible in. Dutch, for example, has a lot of 'oo's and 'aa's in, and the like. If you see "random" capitals, and lots of 'tlh's, chances are its Klingon. Welsh has lots of 'y's, 'll's, and so on. Maybe I should write a language analyser... For anyone familiar with Diane Duane's Star Trek novels, she used the reverse process to generate her Romulan text - selected letter pattern probabilities, and wrote a program to generate strings of letters based on those probabilities, and the result was a coherent set of words that looked like a language. In theory. She probably chose just the words that looked best, so what the actual results were, I don't know. You can download her program somewhere, but it is in BASIC so might need porting for those with no BASIC interpreter handy ;) I even have a section of a BBC Micro programming book which tries to do the same with note pattern probabilities - given the last few notes, it selects what comes next, in attempt to be able to generate music of a certain style or whatnot; the more notes taken into account before the one about to be played, the more accurate it becomes. I never spent any time playing with them though - I typed in and ran one of them, and it did nothing special. And no, it isn't Welsh, TT - it's Xirnann.
