It works for me at home in Firefox, but not at work using IE. I have made sure that I am using Unicode (UTF-8). Like that <blink> tag it just seems a useless annoying option that makes the HTML format less useable. This was not the intent of Unicode.

Interesting, over on /. the Geek Culture headlines section didn't render the upside-down text properly.

It seems to work in MSN messanger and Yahoo messanger.

Look at the top of this window. It doesn't there, either. Looks like it's dropping the multibyte characters.

Renders fine for me (Ubuntu Linux, Epiphany browser).
[edit] Renders fine in Ubuntu/Firefox. Mac/Safari renders properly. Mac/Firefox renders properly. Mac/IE - doesn't render. WinXP/Firefox text within window renders properly, but not the window title. WinXP/IE - doesn't render.

Displays correctly in Opera too. I suspect they're using a mix of UTF-8 and UTF-16 characters. IE only supports UTF-8.
