I recently got a couple of laptops that have the backgound embedded into the system. A simple properties-desktop-background will get rid of it only until I restart the computer.
Does anyone know where usually this files/program is found so that I can remove it??

This is just a guess - I don't normally do Windows - but on this XP machine I see a file C:/windows/desktop.ini. Try opening this in notepad and see what you see. (This machine has no default wallpaper, and desktop.ini is empty.)
