I worry the best way to keep employees isn't on the list of choice, so I will add it here:

Offer them meaningful tasks.

It also is the best way to keep them productive. I am a software specialist (trained in requirement analysis, software design and programming) and all I do now is 1) HTML and ASP; 2) creating e-learning courses and simulations 3) doing help desk job. Maybe once or twice in a year will I get to work on something that isn't code reuse. The one reason I stay here? I am overpaid for what I do. (But not for what I could do and what I know.) So mostly, I am paid a lot for being bored at work.

I must say I am getting stronger urges to start looking for a new job... I'd love the chance to do some software and user interface design. (Actually, I think both should be done at the same time; once you have identified the need for new software and defined its purpose, how it would work should be determined with the help of those who will use the software. The one time I got to do that, other programmers said it simplified greatly the programming step, since they already knew all the interaction needed.)

Am I sounding too whiney? Sorry. I am currently redesigning our web site with the help of an official template... Copy-paste, search and replace... Booooooring!

Now here comes "C" the shop goto this person is difficult to get along with but can do it all. How does management handle this person, in a Union shop all wages are the same.

____ Most of the time the managers cannot do what they are asking the Employees to do, lack of knowledge, and an unwillingness to care.
