Can anyone think of a cheap way of controlling 12-18 servos...?
I was thinking of really cheap single-servo-controllers on some kind of addressable bus, or some kind of timed switching mechanism that allowed each servo to be pulsed several times a second...

Why reinvent the wheel using single servo controllers when there are cheap controllers available that will control multiple servos?
This one, for example, will handle 16 servos and can be controlled via a serial port for $20. There are similarly priced controllers with USB ports if serial isn't your thing, but they're a bit more expensive (the first one that Google showed was $81) .
If you're intent on single controllers, USB is much nicer than serial since you can use hubs to connect many of them and the addressing is taken care of. Multiple serial controllers should only be used for the purposes of compatiblity with existing hardware, nostalgia and/or masochism at this point.
A definition of what you consider cheap would help, incidentally, as $100 can be cheap or expensive, depending on your point of view.
