Actually at those altitudes it is still. The balloon is in the most danger for the first mile then most wind sheer diminishes. There is a group near Chicago called Near Space Sciences (NSS)

They lost one of their balloons last Month and it stopped transmitting "ET phone home". I had it on my dish for a few transmissions, then the next hour nothing. Lost Balloon page.
