I'm thinkin' we go with a lightweight Titanium mesh implanted between the scalp and the skull. It may also prove useful in warding off nearby low bass sound waves associated with annoying rap numbers.

I have a library patron who could help construct the tin foil hat. He has that and a coat he has lined with foil.

I used to work with guys who had real Faraday Suits. They look like space-suits, are made of conductive material, and they're used by linesmen who work on live high voltage lines. One of those would keep out THEIR mind-control rays, for sure.
