The "Emperor of the Galaxy" was first mentioned in radio episode 9. The "Ruler of the Universe" aka "The old man in the shack" was introduced in radio episode 12. Both are referred to in the novel The Restaurant at the End of the Universe. Are these, or are these NOT one and the same character?

The Emperor is put into stasis before dying. The Ruler of the Universe is protected by a special field only six people can enter, until the Improbability Drive ship is stolen. Why is it so important for Zaphod and Zarniwoop to find out who holds ultimate power in the galaxy when it clearly isn't the president, if they're NOT trying to find out what happened to the galaxy's last emperor? Discuss.

The emperor of the galaxy is just a figurehead, the same as Zaphod is president of the galaxy. Realising that there must be somebody making all the real decisions behind the President, Zaphod decided to become President so he could mess with his brain and secretly (now unknown to himself) find the real guy making all the decisions. This of course, turns out to be the guy in a hut on a planet that you can only get to with the Improbability Drive (another reason Zaphod needed to become president was so that he could steal it). The 'Ruler of the Universe' is the guy in the hut.
The 'men in black' who run the galaxy come to visit him to get him to make decisions about the galaxy, believing he's some sort of wise man, whereas the guy in the hut doesn't believe anything particularly [Smile]

It was also said, that the emperor was put in stasis, as they didnt want upheaval from a change of power. So the president, and the people under him (and technically the people that really controlled the universe) were just an "interm" govt.
