I didn't know what it was either.

Initially I suspected it was some kind of sociologist jargon, they use the word 'tribe' sometimes to describe distinct social groups. It didn't occur to me that they were talking about 'tribes' in the literal sense.

I'm kind of disappointed to learn that GWB wasn't that far from the mark, albeit in his own clueless way.
